chaning plmn id in lte network

Hi all,
I have enodeb and MMEi emulators configured on plmn say 311-289
i programmed by sim and UEi to same plmn 311-289.
In wireshark, i see id-TAI and id-EUTRANi-CGI still sending old plmn id but not the new. other items like IMSI in NASi having new PLMNi ID.
So, What else should i change to UE send new plmn id in above messages?
