Meaning of absolute limit on ACLR

3GPPi TS 36.104 defines an 'absolute limit' for Adjacent Channel Leakage Ratio (ACLR) for a Category A Wide Area Base Station as -13 dBm/MHz. What does this number mean? Over which frequencies should this density be integrated over? Over the transmitting channel's bandwidth, adjacent channel's bandwidth, or the gap/separation between the two channels?
