Dedicated bearer establishment

Hi all,
I want to implement dedicated bearer establishment in the SGW and PGW. What i know so far after reading the spec 29.274 and 23.401 is that MME has to send bearer resource command for UE triggered request and then PGW will send create bearer request . I want to know what SGW and PGW has to do in the complete process of dedicated bearer establishment in detail. Please anyone reply soon.

The UE requested bearer resource modification procedure for an E-UTRAN is depicted in figure 5.4.5-1. The procedure allows the UE to request for a modification of bearer resources (e.g. allocation or release of resources) for one traffic flow aggregate with a specific QoS demand. Alternatively, the procedure allows the UE to request for the modification of the packet filters used for an active traffic flow aggregate, without changing QoS. If accepted by the network, the request invokes either the Dedicated Bearer Activation Procedure, the Bearer Modification Procedure or a dedicated bearer is deactivated using the PDN GW Initiated Bearer Deactivation Procedure.
Based on above if the request invokes "Dedicated Bearer Activation Procedure" then jump to 5.4.1 for PGW & SGW actions.
ARP value not getting populated in RAR.
When IP CAN session is established on Gx and AAR comes on Rx to PCRF, Then PCRF should send RAR with QCI, MBR,GBR and ARP values but PCEF sending RAA with error. and same is conveyed to PCRF hence PCRF sending AAA with Error. But when next AAR is getting generated for same IMS client and sent to PCRF, PCRF is generating the RAR but there is no ARP value sent to PCEF. Is this normal behaviour or something wrong.
