Dear Expert ,
I'm working on X2i handover decision in LTEi, I want to know when the source eNB decides to do handover and what kind of messages they transferred in this phase ?

process is like below,
initially eNB configures UEi for measurement reporting which could be either periodic or even triggered.
as soon as measurement report is triggered, source eNB evaluates the measurement and makes the decision for handover.
so the first message which UE receives will be RRCReconfigurationRequest message which gives the information about the HO parameters like, RACH/PRACH parameters for target cell(eNB) and AS security parameters etc.

During my research on the internet I found that the measurement report sends some events. I want to know if these events are the indexes that the eNB use to decide handover .
Is there any simulator I can use to work on this issue ?
