Questions regarding handover procedures, load management and protocol stack in LTE system
Hello,
I have questions regarding handover procedures, load management and protocol stack in LTEi system:
1. Does the LTE support "Network Initiated and Network controlled handover" or it only supports "Terminali assisted and networked controller handover"?
If yes, could you please specify the 3GPPi specifications which explains the signaling procedures for that.
2. Regarding the S1AP protocol which message format and encoding does it use, for example the RRCi supports ANS.1 with PER format?
3. Regarding the load management in LTE, for example if we have multiple eNodeBs connected to the same MMEi and SGW, and some of these eNodeB cells are congested, how does the MME manages to offload some of these cells to the non-congested cells. Could you please also mention the 3GPP specifications for that

1) In E-UTRANi RRCi_CONNECTED
1) In E-UTRANi RRCi_CONNECTED state, network-controlled UEi-assisted handovers are performed, refer section 10.1.2 of 36.300 for more details.
2) S1AP shall use the ASN.1 Basic Packed Encoding Rules (BASIC-PER) Aligned Variant as transfer syntax as specified in ref. ITU-T Rec. X.691 ; for more refer 36.413
3) For load management, refer 36.300 (section 19.2.1)and 23.401 (section 4.3.7)
The support of the MMEi load balancing function is achieved by indicating the relative MME capacity in the S1 Setup procedure to all eNBs served by the MMEs of the pool area per MME. In order to support the introduction and/or removal of MMEs the MME initiated S1 setup update procedure may be used by the operator indicating relative MME capacity value changes. The indicated relative MME capacity steers the UE assignment for UEs newly entering the MME pool.
