Where can i get LTE MIB or Operator Configuration Parameter List?

Hi,

I am having document 32.592.Lot of parameters given in this document are considered as operator settable. This document has been written for femto.
How can i get list of parameter applicable for Macro/Micro/Pico eNodeBi?

I am thinking most of the parameter given in this documents are settable by RRM algorithm rather than operator.

Eg : PDSCH (6.1.1.2) {P-b, P-a}. I think these parameters are not settable by operator.

Please let me know how to identify list of parameter settable by operator?

"valid Values" column does

"valid Values" column does specify whether parameter is settable or not.

For eNodB, check 32.816, Telecommunication management; Study on management of Evolved Universal Terrestrial Radio Access Network (E-UTRANi) and Evolved Packeti Core (EPCi)"
It may offer some pointers.
