Deployement of CSG / HeNBs

Hi,
I am currently studying about the closed subscriber group cells,
I want to know if any of the operator has already started deploying the CSGi Cells ?
If so what would be the deployement strategy in brief considering there is a lot of confusion in the current specifcation regarding the manual CSG selection.
My main doubts are whether :
1. Operator allows only CSG IDs belonging to HPLMNi in whitelist ?
2. A seperate TA / RAi is configured to the CSG cell or will it be delployed along with the existing macro TA in TAI list to minimise signalling ?
3. what is the major advantage by not saving RPLMN upon registering to the manually selected CSG ID different than the current RPLMN.
