Is it any LTEi mandatory requirement for a 4G product can make an emergency call without inserting 4G SIM card?
Yes, with 3GPPi Rel 9 it is
Yes, with 3GPPi Rel 9 it is supported, MMEi may allow it under following option (see 23.401 Rel 9) for details
All UEs are allowed -> Along with authenticated UEs, this includes UEs with an IMSI that can not be authenticated and UEs with only an IMEIi. If an unauthenticated IMSI is provided by the UE, the unauthenticated IMSI is retained in the network for recording purposes. The IMEI is used in the network to identify the UE.
