LTE usage for Public Safety (700MHz)?

Was wondering if LTEi can support public safety? Let say if the base stations is affected, can the walkie-talkie/comm sets be able to communicate via DMO (direct mode operations) assuming in tunnel.
Advise please?
LTEi does support public
LTEi does support public safety and many cities in USA are already deploying/trialing it. However DMO is not possible, base station must exist. There can be various level of redundancies at access/core however.
