s1 setup handling on SCTP association restart

Hi Team,

Can you please let us know what should be the handling at the eNB or MMEi when the SCTPi endPoint failure is detected?
in eNB once the link gets established again after end Point failure does the eNB sends the Setup Again? or its implementation specific?
Also what should be handling at MME.?
Kindly share your thoughts.

Based on 3GPPi spec 36.413,

Based on 3GPPi spec 36.413, it appears that S1i setup exchange may be done once TNL (Transport Network Layer) becomes available, however as an implementation option vendors might have some hold time for TNL failures and may not initiate this procedure if TNL recovers in certain time.

The purpose of the S1 Setup procedure is to exchange application level data needed for the eNB and the MMEi to correctly interoperate on the S1 interface. This procedure shall be the first S1AP procedure triggered after the TNL association has become operational. The procedure uses non-UEi associated signalling.

This procedure erases any existing application level configuration data in the two nodes and replaces it by the one received. This procedure also re-initialises the E-UTRANi S1AP UE-related contexts (if any) and erases all related signalling connections in the two nodes like a Reset procedure would do, and clears MME overload state information at the eNB. If the eNB initiating the S1 Setup procedure supports a CSGi cell, the procedure shall report the CSG ID(s) of the supported CSGs.
