what is the legal total number of PRBs in a cell within a 3GPPi lTE system (relaese8)that the eNB has the authority to distribute among the users ?
That depends on the spectrum
That depends on the spectrum operator has.
Generally for 10 Mhz spectrum, there will be 50 PRB and for 20MHz spectrum, no of PRB would be 100 with carrier spacing of 15Khz.
