Hi,
Can any one pls suggest/give referece TS number for how generate a random value for UEi identity in RRCi connection request at initial attachment to network.

If the UEi has a valid
If the UEi has a valid S-TMSI, the UE includes it in the RRCi connection request message. Otherwise the UE includes a 40 bit random value. 3GPPi 36.331 provides range but did not offer equation. It is left to implementation.
