May be naive question...

Why inter pdn handover is not addressed in litterature ?

UEi can be served by multiple

UE can be served by multiple PDNs using same/different P-GWs. So continuity point of view Inter-RAT handover can take care of it. If you are looking beyond P-GW then it depends the network ..assuming IMS in core then IMS should take care or redundant (IP) network beyond P-GW should take care of IP connectivity.

In case of beyond P-GW, and IMS in core :
it means that when the UE is changing from source P-GW to target P-GW, the UE has to perform :
Mobility Management + SIP Register + etc

As a consequence, handover will not be possible ?

There are many scenarios like PS to PS transfer or PS to CS if you have a voice call (e.g use SRVCC).

For a PS to PS service continuity see below from 3GPP 23.237:
If a UE has an ongoing multimedia session over an access system and moves to a different access system but its IMS contact address and its serving P CSCF remain the same, then there is no need to activate any IMS Service Continuity mechanisms to transfer its multimedia session. The UE may update the session (e.g. remove media type(s) not supported by the target access system) based on the normal IMS procedures specified in TS 23.228.

When the Evolved Packet System mobility with IP address preservation is used, the assumption above also applies.
