S-GW to S-GW tunnel

I am studying the possibility to deploy a network-based Distributed Mobility Management (DMM) solution in LTE but a tunnel between Serving GW (where the distributed mobility anchoring function will be placed) is needed when the UE performs intra E-UTRAN handover on the S1 interface (X2 HO is not available).

The question therefore is:
is it possible to establish a user plane tunnel between two Serving GWs?
Or is it mandatory to go through the PDN GW via the S5/S8 interface and then again from the PDN GW to the target Serving GW?

Thanks in advance, I hope it is clear enough.

Indirect Data Forwarding Tunnel

might have found a solution myself: GTP-based Indirect Data Forwarding Tunnel.
This tunnel is established between source S-GW and target S-GW during S1-based handover that needs a S-GW relocation.

For Inter-RATi HO, in case of

For Inter-RAT HO, in case of indirect forwarding as well a tunnel will be established in between S-GW and target S-GW.
