GUMMEI: Globally Unique Mobility Management Entity Identifier. This consists of a Public Land Mobile Network (PLMN) identity, a Mobility Management Entity (MME) group identity and an MME code. The MME code is used in the
eNodeB by the Non-Access Stratum (NAS) node selection function to select the MME.
