Home Policy and Charging Rules Function. A functional element that encompasses policy and charging control decision functionalities in the Home Public Land Mobile Network (HPLMN) and in a Visited PLMN (VPLMN). H-PCRF
includes functionality for both home-routed access and visited access (local breakout).
