Regarding LTE KPI- Mobility (3GPP 32.450)

3GPP 32.450 (Rel 9) section 6.5.1.1 mention mobility KPI and gives formula for mobility success rate. But I could not found any information regarding the measurements HO.ExeAtt, HO.ExeSucc, HO.PrepAtt.QCI & HO.PrepSucc.QCI in 3GPP 32.425 spec.

Are these measurements are common for all kind of handovers? or
Are these measurements are cumulative sum of all measurements for all kind of handovers in E-UTRAN as Intra-eNB Handover, Inter-eNB Handover, Intra/Inter frequency handover, Inter-RAT handovers?

How the QCI will affect or related to these mobility related measurements?

6.5.1.2 Extended Definition
The measurement shall include both Intra E-UTRAN and Inter RAT handovers.
The measurement shall include both the preparation and execution phase of the handover.
”Entering preparation phase” is defined as the point of time when the source eNB attempts to prepare resources for an UE in a neighboring cell.
”Success of execution phase” is defined as the point of time when the source eNB receives information that the UE successfully is connected to the target cell.

Also it seems that 3GPP has defined Success rate of E-UTRAN Mobility per QCI ..so that’s self explanatory.

Regarding KPI per QoS type, as per 3GPP 32.451 (where KPI requirements are mentioned), it says for Accessibility, Retainability & Integrity: "KPI shall be available per QoS group". But it does not say anything about KPIs Availability & Mobility per QoS group.
