Regarding LTE KPI- Mobility (3GPP 32.450)

3GPPⁱ 32.450 (Rel 9) section 6.5.1.1 mention mobility KPI and gives formula for mobility success rate. But I could not found any information regarding the measurements HO.ExeAtt, HO.ExeSucc, HO.PrepAtt.QCIⁱ & HO.PrepSucc.QCI in 3GPP 32.425 spec.

Are these measurements are common for all kind of handovers? or
Are these measurements are cumulative sum of all measurements for all kind of handovers in E-UTRANⁱ as Intra-eNB Handoverⁱ, Inter-eNB Handover, Intra/Inter frequency handover, Inter-RATⁱ handovers?

How the QCI will affect or related to these mobility related measurements?

6.5.1.2 Extended Definition
The measurement shall include both Intra E-UTRANⁱ and Inter RATⁱ handovers.
The measurement shall include both the preparation and execution phase of the handover.
”Entering preparation phase” is defined as the point of time when the source eNB attempts to prepare resources for an UEⁱ in a neighboring cell.
”Success of execution phase” is defined as the point of time when the source eNB receives information that the UE successfully is connected to the target cell.

Also it seems that 3GPPⁱ has defined Success rate of E-UTRAN Mobilityⁱ per QCI ..so that’s self explanatory.

Regarding KPI per QoSⁱ type, as per 3GPPⁱ 32.451 (where KPI requirements are mentioned), it says for Accessibility, Retainability & Integrity: "KPI shall be available per QoS group". But it does not say anything about KPIs Availability & Mobilityⁱ per QoS group.
